Best conferencing over IP software/web solution?

My father periodically has 2+ hour long tele-conference with 4-5 other people. The phone company charges $125-150 for this service. This is not the most economical solution, I think. What's the best and cheapest conferencing over IP solution? Voice is the only necessity, but a whiteboard would be nice. Thanks for any advice.

Netmeeting may not be the *best* but it's probably already installed on everyone's machine. With a decent mic and webcam, you can do voice, video, and whiteboard over broadband.
