Best cable internet company in Virginia?

Hey guys, I'm moving out to northern VA in 2 days and I need to know who the best cable internet provider is out there. I just need basic no-frills high-speed internet, no cable TV or phone services.

You're not gonna have a choice of cable company... Depending on the area, either Cox or Comcast. Some areas have FIOS and or DSL available as well.
 
I would say Verizon FIOS but i've had some shit-terrible experiences with Verizon DSL (down in Blacksburg though, for college).

They seem to throttle bandwidth for EVERYTHING. Literally, even streaming stuff or direct downloading kills my bandwidth, and opening up bitorrent (even if you're downloading say, 1kb/s and uploading oh, 0.5kb/s) shoots my ping up to over 3.000. I'm not too happy with how it runs with nothing up either (too used to cable?). Ping seems to stay in the 100-200 area compared to 50-80 for the comcast cable thats also in the area (and does NOT throttle bandwidth).
