I'm getting my brother a budget build for Christmas to replace his old old pentium pre built. I already have these parts:

CX430 PSU
ASRock H61M-DGS Micro ATX 1155 Motherboard
Fractal 1000 Micro ATX Case
8Gb Kingston Dual Channel 1600Mhz RAM
1tb 7200rpm
i3 3220(although I haven't purchased it yet)

The only thing that remains is the GPU. I want to spend $80-140. I've been thinking about the 650 Ti on Black Friday for a good deal.

As for the i3 3220, I can get one for $99.99+tax. Is that going to be as good as it gets regardless of Black Friday?

edit: his res is 1366x768

near a microcenter? The HAD the 2500k for $99 and might offer other deals soon?

But in your budget I look at the 7770 (can be had for around $99 AR) or the 7850 (can be had in the 150ish rage AR).

Cheapest 650ti I see is $140 AR and that is near the 7850 range. The 7850 being faster than the 650ti.

For $10 more than a 650ti you can get this...

What are you looking to do with the GPU? Game? Are you considering used? Microcenter has historically had crazy CPU deals so it'd be worth it to hold off if you're near one, although $100 for the i3 3220 is already pretty good.

Something to think about...

I am guessing you are near a MC since you talk about the $99 I3 3220. If thats the case how about this. IF his resolution does not change, why is it so low?, then go this route...

I5 3470 = $150
7770 = $100

The other way is better GPU but at his resolution it may be wasted...

I3 3220 = $100
7850 = $150

Same price but I think the lower Video card and higher CPU is better at the resolution you listed.

Now if he goes to a 1080p monitor then the 7850 may come into play. But at 1366 X 768 the 7770 will be plenty fast so get a better CPU for nwo and then GPU later with monitor upgrade.

I bought a 7850 for 164.99 last week with Far Cry 3 Code.

It overclocked to 1225 Core (from 860) too, making it near 7950 stock levels in 3dMARK11 anyways. Not too shabby.

EDIT: I see you PM'd me about my 460.

I'd do $80 shipped on a Palit 460, I had it at 900 core making it considerably faster than a 7770.
