Intel options: Z68 motherboard + the just released Celeron G530 or Pentium G620 or i3-2100
AMD options: AM3+ motherboard + Athlon II x3 or x4 or Phenom II x2 (attempt to unlock) or even x4 + decent cpu cooler for OCing
Just looking in the lower budget envelop AMD actually has an OCing advantage this time around thanks to Intel locking down everything but K series. Even on a no frills $50 motherboard that I made sure had ACC unlocking I've gotten an Athlon II x3 445 to unlock the 4th core and OC to 3.5GHz. If they still were allowing OCing of their low end it would be a cleansweep for Intel, even that Celeron probably would clock into the 4GHz with their 32nm process. If you aren't as concerned about maximizing your perf/$ then you can't go wrong with a cool running low end Intel.
With the Z68 you should be able to upgrade to Ivy Bridge next year, with AM3+ you can upgrade to Bulldozer later this year and into next year. Don't think either motherboard has much legs beyond that, AMD is just now entering a socket heavy phase that Intel has been in for several years for similar reasons.
