For the money the Cooler Master Hyper 212 EVO can't be beat IMO.

I have it's retard brother, the T4, which is small enough to fit in a regular size case. I have mostly positive things to say about it. It's whisper quiet even when running Folding @ Home.

The only drawback is the width of it. The computer I put it in has a micro ATX motherboard, and the cooler covers 2 of the 4 RAM slots. I think the 212 is narrower but taller than the T4.

It is more narrow but some people still complain about it interfering with taller RAM modules. It works great in most setups.

Since the fan clips on, you can slide the fan up a bit to clear some taller RAM, but not the nutty stuff like Vengance or such.

Budget and needs? There are many air coolers, mostly from $30 to $80, with a variety of properties. There is no single best, but quite a few better in certain ways than others, amongst many good ones.
