Best 256GB msata SSD ?

i need a 256GB msata SSD for a laptop. i see this:

but M4 isn't the best any more. Intel 520 and Samsung 830 are right ? well i have 830 in my latest build and i like it, but it's not msata.

this will be for OS and program files only. there is a regular sized drive bay for storage on the laptop.

which one should i get ?

Just get the M4. I have both a Samsung 830 and an M4 in my laptop, and the Samsung does bench a little higher in synthetic benchmarks, but the real life difference is zero. I've used both of them as my OS drive within the last 6 months - there is no noticeable difference, and no reason to not buy an M4. I currently have the M4 as my OS drive, and the Samsung 830 for extra storage and running VMs. I previously had the 830 as my OS drive, and can say for sure that it wasn't any faster.

I also have a 30GB Samsung 830 mSATA that came with the laptop (yes I have a total of 3 SSDs installed) and it is slower than the other SSDs. I'm guessing this is due to the low capacity and lower number of channels used, and not due to the mSata interface.

Samsung seems the choice for OEMs but for some reason seems hard to locate for the consumer ?

Crucial m4 is one of the most reliable ssd's ever, it's hard to go wrong with one. Its reliability is right up there with x25m g2 from the good old days. Reliability >> performance when comparing sata 6gb/s ssd's.
