Best $20 cooler fan for Prescott

Hi, want to know if a $20 to $30 cooler fan does exist or not

want one that does better than stock HSF, and of course ready to be overclocked.
 
Well, for $30 you can get a Zalman 700Al-Cu. WRT O/Cing I'm not sure there is an air solution (although I am going to try a SP-94 and lots of fans.

Hard to say. I'm going to try with a SP-94 and good case airflow. We'll see.
