Is this a good LCD? I'm trying to build a computer for my friend tonight and he only has a $700-$800 spending limit. He wants a monitor too with that money and he says he can settle for just a CRT. Although, if there's a good LCD monitor for cheap, he'll go for that.

Is this a good one to spend $200 on, or is there another LCD for cheap that will still give him enough money for computer parts?

Well, no DVI, only 16.2 million colors. I personally wouldn't buy it, but to some people it may be worth $200.

Benq makes pretty good LCDs, I like their stuff. As said though, it's not particularly high end, but what do you expect for $200?
