He just misspoke but this map was deliberate purposeful idiocy. They were so idiotic that they didn't even know they were doing it on purpose.

The point was, people make mistakes. I don't think Trump made the sign. Some intern or whatever did, and nobody checked it. Sure it makes Trump look like he is running a rag tag ship, but the head guy can't control everything. There is a chain of command. Someone was supposed to check it, and failed.
