What do you mean MIDI maker? Do you want to compose music and save it as MIDI? Noteworthy Composer is pretty good to use if you know how to read/write sheet music. It's not free though.
Fruityloops deserves a mention. It's not freeware and it's not really a midi making program, but it's a complete electronic music software package and it's very easy to learn. Best place to start if you want to get into making music on your pc imo.
If you want to continue doing midi, you'll want to get any program with the "piano roll" layout. Notation software will do you no good as you start getting into bigger soundbanks.
