Before I try to polish a CD, tell me what "radially" means...

I've been told to polish "radially" in a straight line from inside to outside.

Does that mean a straight line from the center of the disc towards the outside? I don't want to go in an arc like how a record pin would read a record?

yes, and if your moving along the end of a radius about a circle...has stated "radially"...not linearly....

On a related note, any white toothpaste is great for fixing scratched CD's. I had a Tool CD that was badly scratched and wouldn't play. I put some white toothpaste on it and rubbed it on their with a soft cloth. I cleaned it off and the cd played great!
