I'm a hardware newb & would appreciate any help.

My computer is beeping about 13x when it is on & the screen tells me to
check the signal cable. There are 2 quick beeps 8 quick beeps & 2 beeps and
1 beep after that.

Can anyone tell me what to do?

I have tried installing & reinstalling the video card & (new) modem inside of
it.

We need to know what kind of bios you have on your motherboard, so we need to know what is the make/manufacturer of your motherboard (like Asus, Abit etc).

Otherwise try rotating your memory if you have more than one stick.
Try a different video card if you have one.
If neither of those work get the system down to just the motherbd, vid card, psupply, disconnect all drives & cards from the motherboard.
