Because pistols with hard bullets are easy to produce, easy to maintain, easy to load with ammunition, easy to use... and get the job done. Phaser-type weapons simply add an unncessary level of complication to all of the above.
Gas-based vehicles did throw me for a loop, but whatever. They're only seen in 1-2 episodes, so you can gloss over it.

Many things in the show are intended to be "retro," partly as a nod to the original series in the 70s in which their effects and technology were really crappy, and partly because that's just what they want the show to look like.
You may as well ask why they rely so heavily on paper in the first place instead of PDA-like pads used on Star Trek. More so since they no longer have access to trees! Oops.

Er, yes they are. The entire point of the show is that they are searching for Earth. They've simply lost their history. Did you notice that their primary religion is Greek Mythology?
