well here's the thing. If the evil villian fire could contian the water into a pot and boil it until it vaporizes, then fire wins. So don't under estimate a clever fire.

the earth is 75% covered in water. I'll side with the strongest here, especially because there is, in comparrison, little fuel for a fire.
