Battery / CPU Optimizer

I recently had the ASUS UG50a-a1 laptop (sold it b/c couldn't get used to the touchpad).
It had great battery life (approx. 11+ hrs) but the battery itself only provided about 6-7 hours. It reached 11+ hours by optimizing the use of the CPU.

On the other hand I see that my Lenovo T60 whcih I addeda 9-cell battery to barely gets 2 1/2 hours b/c it is constantly running on high CPU usage even when nothing is running.
Is there software that I can add to the T60 shich woudl better control the CPU - to get more battery life (also keep the computer from overheating)?

My usage is mainly word processing (Word 2007 running WinXP) which sits idle for long (20min.) periods at a time as I research , and then type, then idle, etc..
So I figure that I shoudl be able to get AT LEAST 5 hours of battery life with this usage and the 9-cell battery.

There's a utility called NHC (Notebook Hardware Control), previously called CHC (Centrino Hardware Control) which allows you to modify voltages and clock speeds to eek out some extra battery life. You'll want to stress test your system when running lower voltages to ensure stability with something like OCCT.
 
Is there a software that doesn't change the voltage but controls things so that only MSWord uses the CPU and nothing else, or that controls that CPU doesn'tgo above a certain % (e.g. 10%)?
