Batman ANIMATED series, need opinions

My friends and I have a disagrement about the Batman ANIMATED series, the one that was made arround 1994. Some of us think that Harvey Dent (TwoFace) is Black and some of us think he is White. This has nothing to do with the comics or any movie or past cartoon made. This is strictly based on the animated series.

Lex Luthor is black in the animated series. Compare him to Harvey. Why would the guys who draw the cartoon draw a light skinned black guy when you have a "normal" skinned black guy? It makes no sense. (If you didn't get it from what I just said, Harvey is white)
 
I believe that he is white in the original Batman Animated Series.

BUT He was black in the first Batman movie, and white in Batman Forever

And, I do seem to recall them portraying him as being black in one of the animated series', before he was scarred. Either that, or I'm mixing things up.
 
He's brown based upon my own investigations

He's white, the darkness comes because batman is drawn on black paper to give the cartoon a darker feel.
