Basic Power Supply Question

I am currently on my second power supply purchased via a second vendor and neither one worked.

Before I send this back, I am beginning to believe that maybe I am doing something wrong, so maybe someone might be good enough to answer a simple question.

I take the power supply out of the box and plug it in and turn it on. Should I not at least see the fan turning at this point?

Thinking maybe it has to be plugged into the motherboard for some sort of grounding, I installed it into my new computer setup and again nothing. Voltage switch is correctly set for 115.

Anything else or is it possible I'm 2 for 2 on power supplies? I should only hit the lottery this often. Or maybe I'm electrically impaired?

Nevermind. I finally realized I failed to connect the front switch of the computer case to the motherboard jumper to make the final connection. So I guess, out of the box, a power supply fan will not start.
 
Yes it will start out of the box but only if you jumper one of the black wires with one of the green ones...
