Basic LCD / tv viewing question

I just got a Dell 1901FP at a great price a few week ago and have a basic question.

I am using the DVI connection from a ti 4200.
DVD playback as well as output from my mini-dv camera looks great but the tv tuner is another story.
At full screen the tv looks terrible. I am splitting my cable connection between the tv tuner card and broadband (I don't think it is any type of signal degredation).

Is this because I don't have a digital cable connection?
