Barebone systems

I want to buy a new system purely for internet/email/photoshop/blogging/ and my old 733 MHz pentium now feels really slow. Am looking for a cheap solution where I can just upgrade the MoBo, CPU, PSU and recycle all the remaining components from my old Pentium. The following deal on Tigerdirect is lowest in price. But would like to hear from any of you as to whether it is really a "deal"?

It's a junky $20 case with a PSU that might or might not be safe to use, and I'm not that fond of ATI chipset motherboards, but the price isn't too bad if you actually get the rebate.

Is that the most that you can afford?

Newegg.com sells CPU & mobo combos for about the same cost (it really is a $20 case)
