Banning Users Who Don't Follow Rules

I hoping this encourages the Mods to create a Forum listing users that have been banned and the length of time they are banned for posting against forum rules. I think if people see the list growing and know that people are actually getting banned for posting stupid stuff, it would cause them to think twice before posting something stupid. Case in point, example.

I wouldn't mind seeing a banned members area, but it doesn't really matter too much to me.
