there is this guy where i want to purchace some merchandice from him, is a bank wire secure enough to ensure i wont get scammed?

You want to wire him money? You realize that you get charged for that and that it's typically only for very large amounts. What's wrong with a check?

well the guy isnt in the US...and im trying to find the safest way to send him the loot for what hes selling. ive been had by sending people over seas by paypal and i need some sort of tracking incase he jets with the money

No, a wire is not a "safe" way to send money if you are afraid of getting scammed. Paypal and withdraw immediately into your bank account or use a REPUTABLE escrow service.

What Mill said. Wire transfer is a very secure way to send funds, complete tracking, but it doesn't mean you can't get scammed and there is absolutely no recourse to getting your money back.
