Bandwidth throttling & priority

I need to connect a small (15-20 users)network to the world via a satlink with limited bandwidth.
There is an exchange server that needs to talk to the rest of the world, the users needs to be able to browse the internet and a Oracle Database need to replicate with another Oracle database across the world.

Is there a switch or similar piece of hardware out there that can do the following:

- Dynamic load balancing between these three services
- Exchange server needs priority over the rest of the services, then Oracle and finally net
- Bandwidth throttling on individual users.

not sure if there is a standalone piece of hardware, but a freebsd box could do what you need.

anything that does QOS should help

i know my wrt54g router with QOS can do it but its not exactly suitable for enterprise lvl stuff

Don't get the joke. Packeteer 1550 seems to be exactly what we are looking for. Maybe a slight overkill and I would still like to hear other options with similar capabilities.

Any idea what a 1550 would cost from new?
