Bandwidth throttling & priority

I need to connect a small (15-20 users)network to the world via a satlink with limited bandwidth.
There is an exchange server that needs to talk to the rest of the world, the users needs to be able to browse the internet and a Oracle Database need to replicate with another Oracle database across the world.

Is there a switch or similar piece of hardware out there that can do the following:

- Dynamic load balancing between these three services
- Exchange server needs priority over the rest of the services, then Oracle and finally net
- Bandwidth throttling on individual users.
 
Don't get the joke. Packeteer 1550 seems to be exactly what we are looking for. Maybe a slight overkill and I would still like to hear other options with similar capabilities.

Any idea what a 1550 would cost from new?
