Bandwidth Limiting w/ RRAS in Win2k

I'm wondering if anybody has any experience with bandwidth shaping using Windows 2000 Server's Routing and Remote Access services. I'm looking at hooking up a colo, but not at full 10mbps speeds -- and our cisco doesn't isn't the Internet Traffic Shaping version.

Ideas?

I think you can't limit bandwith by software only. You need some kind of hardware. Im not sure what kind though.
