Banding on web pages?

I get horizontal banding on web pages and I am not sure where it is coming from. It's only slight. Like on a deep purple page I get faint lines running across the screen in places e.g www.fidelio.btinternet.co.uk , but not at random. When I scroll, they stay in the same place in the document.
Is this a browser issue or a videocard issue?
I use Internet Explorer, a Voodo3 2000Pci at 60Hz.
 
I had the exact same problem with my Voodoo3. There is no fix (to my knowledge). Just live with it or get a GeForce. 🙂
