I have a Q-tec 400W PSU, and running 1 120GB seagate sata harddrive, and 1 DVD-ROM and 1 CD-RW. I recently bought a DVD-RW, and when I have it plugged in and want to boot up, it gets as far as windows "loading" screen and then reboots. Do I need more power, or can my mobo not handle it? (msi k7n2 delta ilsr w/latest drivers afaik)

List you full system specs please. It's possible to be the PSU, as Q-tec is hardly a name brand. How many Amps does it have on the 12v rail? If it's less than 18a you probably want to get a better PSU. Also, what do you have for the jumper setting on the new dvd-rw. Is it on it's own channel, or sharing it with one of the other drives? Have you tried leaving it plugged in and disconnecting the DVD-ROM or CD-RW from the PSU? Do you really need 3 optical drives? DVD-RW can also burn CD's..

As stevty said, also make sure that the jumper is set correctly on the back of the drive. I only run 2 optical drives, a dual layer dvd-rw and a 16X dvd reader 52x cd burner, they do the job great and I still get 52x cd burn.

Again power wise I'd like to hear full sys spec first. / Go try a name brand like OCZ or antec.

Oh and to answer your question, I don't see why your board couldn't handle it, but I would also never put an optical drive on the same channel as your HDD.

I don't have an IDE hdd to put on the same cable as an optical drive with. Also I don't know much of the specs of the PSU. I had the DVD-RW and DVD-R on one cable and the CD-RW on the other, I also switched around everything in different combinations and still the same problem. If it is power shortfall I'll have to make sure to invest in that first since I'm planning on buying an x800 xt pe. What would be a good PSU for the above setup with an x800 xt pe instead of 9600 pro?

Enermax, Antec, Fortron, Seasonic, OCZ, Xclio, even a thermaltake would be better than the PSU you have. A lower wattage quality PSU is much better than a low quality high wattage PSU. A 350w enermax would be enough for what you have, I used one with a prescott @3.5gzh, 6800GT, and 2 raptors. Have you tried unpluging the power from the DVD-R or RW drive, to see if it would power up with the cd-rw. And again, DVD burners can burn CD"s also, so do you really need 3 optical drives?
