bad rails?

Um, my software voltage measurements show the +3.3V line at 3.008, and +1.5V line at 1.380.

This strikes me as bad. Should I be worried? And are any of these rails feeding my 6800 GT? It's been artifacting lately, and I'm wondering maybe it's the PSU that's the cause.

So in other words, my 6800 GT is artifacting due to dying VRAM, and not being undervolted.

Ok, good. The last thing I need at this point is a bad PSU.

Software measurements are notorious for not being very accurate. What you need is a decent multimeter.

Yea, I've heard this before. Problem is, I don't have one, and even if I did, I wouldn't know how to use it (I'd probably be too afraid to anyway - fiddling around the inside of a running computer doesn't strike me as perfectly safe).
