Bad PSU?

I have an Antec True430 and my +12v rails fluctuate quite a bit. I've seen it go anywhere from 11.30 to 12.25. This is when it's on idle. The +5v is steady at 5.08. When i run MBM5, and look at the high/low, i've seen the low at 11.19 and high at 12.4. But the average is 12.04. Should I be concern?

Blue quad led fan
3 fans that came with the Lian-Li PC65B case.
 
That type of fluxuation is "somewhat" normal, meaning I've seen it before and ignored it 😛


Im not sure if its typical for a higher end ps like antec (I think it is), but some lower end PS fluctuate quite a bit more than that (that I've seen)

I thought that it shouldn't fluctuate that much? I mean, goes up and down a lot, but jumps right back to around 11.96 to 12.04.
 
If you're overclocking then I might be concerned with it dropping that low. But if you are not overclocking then your power supply is within the usual spec which is commonly around 10%.

Wouldn't it drop lower if I'm overclocking? Why would it be fine when not overclocked and not fine when overclocked?
