Bad PSU?

Last night, the computer I built last Christmas completely died. The last time I shut it off everything was normal and the next time I went to turn it on it wouldn't do anything at all. I stripped everything down to just the PSU, motherboard, CPU, 1 stick of memory (which I swapped to make sure neither stick was bad), and the HD - still nothing. The red light on the motherboard will come on when I flip the switch in the back, but won't actually power up. One more little hint - when I first got the computer I didn't connect the video card to the PSU and it made a screeching noise which went away once I connected it properly. When I try to turn the computer on now, it makes the same noise for about a tenth of a second, making me believe it's not getting proper power. Does this sound like the PSU. Here are the full specs:

Rosewill TU-155 case
Soltek SL-K8AN2E-GR motherboard
AMD Athlon 64 3200+
ThermalTake Venus 12 HS/F
1GB Corsair Value Select RAM
160GB Hitachi SATA HD
Lite-On 52X CD Burner
Pioneer 16X DVD Burner

Yeah, that PSU looks like a POS. I say ditch it and get a quality PSU. 450W Fortron @ Newegg for $50 ftw!

Yep, that's it. I'm not sure what rails are, so I'll list most of it.

Rosewill Model:LC-B400ATX (MAX 400W)
V-Input:
Voltage 115V~
230V~
Current 10A
30A
Frequency 60Hz-50Hz

+3.3V - 28A
+5V - 40A
+12V - 17A

-5V - 0.3A 1.5W
-12V - 0.8A 9.6W
+5VSB - 2A 10W

+5V & +3.3V Combined 220W Max
+5V & +3.3V & +12V Combined 380W Max - Total output 400W Max.

Definatly sounds like a PSU issue. Rosewill is not a quality brand and 17a on the 12v rail is weak. I second the 450w Fortron, good price, good PSU.

seasonic s12 has my vote take a look at tom's hardware stress test beat pc and power cooling and runs way quieter due to 120mm fan. they make a 430W for 99 and a 500W for like 130.

Thanks for all the input. So, at this point the consensus is that it's definately (well, 99% sure...) it's a PSU problem?

Yeah, I'm about 99% sure it's a PSU problem, but even if it isn't, that PSU is utter crap. It might blow up and take your mobo with it. Get a decent one.

I ordered my PSU and I should get it tomorrow. But before I was going to take my old PSU out, I tested it out to see if it was still dead. It started right up like nothing was wrong and has been running for about two hours. On my Soltek hardware monitor it's saying:
CPU Voltage: 1.472
3.3V: 3.280
5V: 5.134
12V: 11.994
-12V: -11.682
-5V: -5.112
5VSB: 5.040
Battery: 3.088

Should I still change it out? Could this have been a fluke or been something unrelated? The PSU was only $50, but I'd rather not throw that money away if that's what I'd be doing by replacing a good PSU. Any input would be appreciated.

I cant believe it lasted THAT long... cheap PSU's are imminent death.

Although your PSU appears to be working fine now, I'd make the swap for sure. Use the better quality unit and you should be problem free for some time to come.
