Bad Power Supply?

Just bought an Antec KS282 case with 300 watt power supply and a new motherboard. It didn't post the first time I booted up. I reset the cmos and then it posted. I setup some bios settings and then I restarted. Again it didn't post. Powered down restarted still no post. I then turned the switch on the power supply off and then unplugged the plug and waited a few seconds. Plugged it back on turned switch back on then hit the power button and it posted. Now whenever I use the reset switch or power the pc down and go to restart it won't post unless I repeat the steps I did above with the power supply switch and plug. Is there anhy doubt that this is a problem with the power supply or could it still be the motherboard?
