Bad Picture Quality

Can anyone help?
When I see pictures of people, sometimes the quality looks bad, usually on some internet sites.
Other things like graphics look great.
But for some reasons on certain pics online of people, there is like wierd colors or little blocks around thier faces

I think we need some more information. Are you running in 32-bit colour? What resolution?

Many uploaded JPEGs on homemade websites are overcompressed to save webspace. Or are you just going to a wonky pr0n site?

im in 32 bit color
im using the drivers from the website
(ti4200 btw)
also, one of the sites was nfl.com and they never looked like that before.
No porn.. yet, lol jk
And it wasn't videos, I just noticed that on NFL.com the players looked bad,
resolution
1280x1024
But I also had it on 1024X768, and it did it there too.

cause a few others looked kinda bad
im not sure if its a setting
or maybe my monitor?
