Bad P4 3.2 CPU (478) Retail

My brother bought P4 3.2 CPU and MB combo from Frys electronics. When it didn't worked; he had some local tech to do it. It didn't worked. He went to Frys, and what they discover was MB didn't supported the CPU. They replaced the MB and gave new MB which did supported (ECS)
It lasted about 2 months and Died. He told him to sent every to me; I would look into it and see what is wrong.
When I got the Stuff here (Toronto), What I have found out a BAD CPU.
Now, I am wondering will let me do the RMA cpu in Toronto; or it has to goto Fry Electronics in Dallas ?
Cliff notes
1. Bad Retail CPU
2. Bought from Retail Chain
3. Purchase was in USA, Right it is Canada.
4 What are the options ?

If it's a retail chip, you should be able to RMA it to Intel. If it's OEM, back to Fry's you go.

It takes a week or two.. it's not bad at all.

RMA it to Intel.

Double check the CPU in a board that you know works. I'd blame ECS before I blame Intel.

I got the Different MB Asus P4P800-MV
It been Verfied By putting different CPU.
And putting that CPU in another Rig!
Its Known BAD
