Bad Mobo or CPU

Hello,
My I-7 930 failed to boot this morning. No beep, no video. I removed the mobo from the case and removed the ram and video card to see if it would generate a beep code. Nothing. I noticed that my cpu is cool to the touch even after running for ten minutes.As a matter of fact,none of the heatsinks on the mobo get hot. Is the mobo shot or the cpu. I'd hate to replace one to find out it's the other.SOLVED Blown mobo...
