bad luck with hardware...i think windows might be stalking me

all my pcs have been bad internet and desktop surfers...from my p2-400->athlon tbird 1.1->xp1700+. i don't know what's happening but i am a victim to frequent slowdowns where it takes at least a minute or two for my pc to execute a command while i'm on the desktop, be it surfing the net, downloading files or just browsing folders. it happens at random during various system tasks. i really can use some help on why this is happening. the problem on my xp1700+ is very stupid since it is already supposed to be fast.

system specs:
xp1700+
esc k7vta3 rev2 (KT266A)
pqi 256mb ddr sdram (not generic, uses hynix chips i think)
ati radeon 8500 oem 64mb ddr
seagate barracuda 40GB (5GB left but has nothing to do with the sloppy performance because i already felt it when this system was still brand new)
sb audigy DE 5.1
 
nope. they all have different software that boots up during startup. with the xp1700+ i only have the ati system tray icon, audigy system tray icon and pc-cillin2000. i had a major slowdown today when i opened disk cleanup and it got stuck while scanning the HD (this one i think has something to do with the hd). the other annoying thing is the slow performance in accessing folders of any kind, this was clearly evident from the start. i think i am just cursed with bad combinations in pc parts.
 
what OS are you using. And did you do clean install of the OS? What do you use PC chillin for?
 
strange. Is the PC chillian okto work with windows XP? Just a thought.

Might want to try it without pc chillian running to see. Hard to say what the issue is. Could be hardware conflicts or software.
