Not necessarily...unless you have the equipment (multimeter) to test the output voltage, etc. then there isn't a way to tell for sure. Obviously, if burnt it's bad but it won't necessarily be that way if it is bad.

Inverters are not the simplest things to troubleshoot.

thx OdiN, heres why i want to know, i took apart a bad lcd monitor to look at it and when i tested it i accidently short circuited the backlight by touching it with my hand (i was acting as the ground for the inverter by holding the ground on the metal... i was too lazy to screw it in...) so since the short circuit was directly on the backlight i was hoping that it was the only affected part. since i blew the light using my hand instead of through the inverter, does that mean that the inverter is fine?

How did you short circuit it? I can see ESD but not short circuiting it with your hand.

Well if it went to ground you should be fine. I'm assuming it was plugged in.

Backlights themselves are pretty fragile.

You need some specs on the inverter in order to test it.

No the inverters will be different usually. And I don't know if the inverter would be good or not...I'd really have to test it.
