Bad internet performance

Have been having trouble viewing websites today; but running any diagnostics shows downloading is fine, although when I run Speedtest, when it gets to the upload part it hangs and won't even test it.

I ran a virus scan, and then, since I was due for it anyway, I formatted my windows drive and reinstalled windows. Still have the problem.

Is this likely something to do with the ISP or could it be something hardware related, the router, modem, cat 5 cable, etc?

If you can log into your router/modem with no noticeable slowdown, then it is somewhere else down the line.

Hm, no, I hadn't rebooted the router, but I had tested browser performance on other computers and tablets on the network and they had been fine. I'll try that too, though!

I don't seem to have any problem watching Netflix, but logging into sites is slow, for example.

Sometimes a wireless device will have problems even if you are using a wired connection. ISP's often go with the lowest bidder.
