bad cpu?

After messing around with my cpu, taking it out, cleaning it and putting it back in, i restarted my computer to find that the cpu only comes up as 1050mhz. Its a 1400mhz athlon and now it comes up as 1050, could my being ruff with it have cause this? I have tried reseting the cmos battery several times and its still fooked. help! thanks
 
Go into BIOS and change the multi setting. Could also be the FSB jumper on the mobo got knocked loose. Post more info about your configuration for more detailed answers.
