bad camera?

Yeah, dust or crap on the sensor or the lens. What kind of camera is it? Digital SLR's are particularly prone to dust on the sensor, because when lenses are changed dust can get into that area (I think one or two digital SLR's have sealed sensor chambers -- most don't).
 
That is what looks exactly like a speck of dust on the imager/sensor. I had that on my Canon EOS D60 SLR - and it can be cleaned. There is a specific procedure for it. If you don't have an SLR, you will have to send the camera in to the maker to get it cleaned. I got mine done by a local ca,era shop for $35 last spring. Since then I have bbeen more careful when changing lenses.

To really get a good picture of it, take a picture of pure blue sky- That will make it most visible.
