I picked up a sapphire rx580 nitro+ OC from offer up. I did a driver cleaner and ran the latest drivers. When I rebooted my desktop was a low resolution so i reset it and tried to open the radeon software and got an error.

No graphics driver installed yadda yadda. I checked device manager and it had an ! and listed the card as an rx570. I googled around and found this https://community.amd.com/thread/239431 and tried it to no avail. Does anyone have any idea what I could try next to try to get this thing working?
 
Sounds like someone sold you a bad 570 and tried to pass it off as a 580. Is there a sticker on the card that says the model? The sticker could also be from a different card but if it says a 570 or says a different brand than the card actually is, that would tell you the person lied. You can try GPUz as well to see what it says the card is.
 
After a few veiled threats I was invited to the mans home where he showed me a rx580 running furmark. Looked through the drivers to make sure it was what it was. The the grabbed an empty box off the stack of like 200 cards and boxed it up for me.

"Stack of 200 cards"? Yup, definitely from mining. Probably "mining BIOS optimized" flashed, meaning, you either need: 1) Special "Hacked drivers" to get it to operate (most serious miners use a dedicated OS for mining, that doesn't use AMD's Windows 10 drivers), or 2) Need to find original / compatible BIOS to flash to the card (check TechPowerUp's BIOS collection, and card database).

That is what I did with my Asus Strix RX 570 mining card purchase. When you see ! in Device Manager it usually means a mining BIOS. I simply went to Techpowerup and found 3 BIOS's for it and tried one after the other until I found the correct one. It was the 2nd BIOS.
