Background Under Background

I have my desktop background set but when I logoff or logon it shows the default 'Bliss' background. I was wondering if there is any way to change that image to something else. I know this seems kind of ridiculous but I'd like to hear any solutions. Thanks.

When I have seen this, I found the solution that works for me is to change the background to no image, click ok to go back to the desktop and then change the background again to the picture you want. The during login/off, you have no picture, and the picture you want while logged in.

I've always seen this when someone sets a standard bitmap (BMP) wallpaper image, then sets an active desktop JPG image. bot2600's solution should correct the problem.
