He says that they can't fix the problem in the future because they'd go forward in the altered future. As soon as Biff gave the almanac to himself he'd be going into the altered future if he chose to go forward in time again...

When Marty goes back to the 1885 in BTTF3 his fuel line is punctured by an arrow. That leads to the big train scene where they try to get the Delorian up to 88 MPH. Why didn't they siphon the gas out of the Delorian that Doc Brown hid in the mine shaft? There were 2 Delorians in 1885
