Baahahaha Cop stuck on the train tracks

Is this the one where the train comes along and then hits a switch at the last second? Its from a COPS episode, if so. Funniest one I have ever seen.
 
I can't watch it at work, but is this the entire clip? The last part where the Police Chief calls is the best.

Why doesnt he just jack up the car and push the one tire over the edge of the track? That would have got him out of the way.
