Awful TV out quality (5900nu) - what to do

I have had my 5900nu (eVGA) for about 2 months but decided to hook it up to my televison for some big screen gaming only to find that the picture has scrolling diagnol lines over the whole screen. It has to be a hardware problem, it even shows it in the bios.
Would this be an appropriate time to cash in on the warrenty or RMA it?

It is not critcal, but I would definantly prefer that it works in case I want to use it.

After making sure that the S-Video cable itself isn't faulty, and then ensuring that the resolution isn't higher than 1024x768, yeah, it would be a good time to call in on that warranty.

It is more than scrolling lines, it is also has lots of static on the screen. It looks alot like static you would see on over the air broadcasts. I wonder if it is my PSU, family members have been complaining about static on the radio for a while (roughly since I put in a new PSU).

I tried two cables and both had the same result.
