I'm sure it's just the angle, but it appears that it gets more dense above her neck for whatever reason. Very cool picture!

Because of the height of the tower used for the photograph, it is done that way to correct the perspective. If you click on the snopes link in the OP's second post, there are 12,000 men in the flame of the torch, and only 18,000 in the whole statue.
