Automatic Voltage Regulator or UPS?

I have a friend living in Romania who has been advised the voltage in his area jumps up and down from time to time. He is seeking out some equipment to protect him from unnecessary damage.

I am not an expert when it comes to power, so i am turning to you guys. What does my friend need to protect his equipment and keep his power stable? From my logic a UPS may be an overkill but i don't want to rule one if this is what he needs. Someone has mentioned an AVR would be suitable but i am not sure if this would be applicable to his situation.

A UPS WITH AVR would be ideal. Preferably Boost and Trim AVR.
