Automatic Dial Up in 2003

Anyone know if there's a way to get 2003 to automatically make a dial up connection if a command line FTP proggie is used?

Right now I've got it checked in internet options->connections to connect when there's no network present, and it works great if you load up something like Mozilla. FTP clients don't seem to trigger tha auto connection though.
