Linemen have an insanely good union, I doubt he was denied a water break due to the change in this law.

At a minimum heat related illness should be treated the same as any other workplace injury, though.
I guess those union rules are working well. Louisiana, Florida and Hawaii all have higher average temperatures yet Texas leads the country in worker heat related deaths.

I don't think average temperature is a very accurate measure of the extreme temperatures that cause heat related deaths. Also, unless your numbers are normalized by working hours in excessive heat they are pretty meaningless.

I highly doubt LA and FL have stronger heat related employee protections than TX, especially not stronger than the lineman union.
