Try looking under Start > Settings > Control Panel > Power Options. Here you can set the function of the power button (on most computers). I recently did a Win2k install and also lost the auto power off. I had to go to Power Options and toggle the "Turn on Advanced Power Management" (or something like that) option and reboot to get it back.

In order for the OS to power off the computer, the hardware must support that function.

Essentially, that means you need an ACPI BIOS.

Check and make sure ACPI is turned on on your BIOS. If it's not, turn it on and reinstall XP on top of itself so it updates to the ACPI HAL, then it should work.
