Auto shutdown utility needed

Whats a good utility that will let me to either auto shut down the PC (WinXP) at a certain time, when a window closes (ie. Netscape download window), or when there has been no network traffic for a period of time (ie. All files selected in a P2P app have downloaded).

there are programs that will do it for you at a certain time but not when an event happens...you could try looking at some of the options on some download manager such as gozilla, getright, massdownloader for that stuff....heck they can even do it at a specific time as well.

Seems the only thing I see on tucows does it at a certain time. I remember I had a program a long time ago on my Win95 machine that would log off the dial up connection and shutdown the PC when downloading was done. I wanna say was called Connection Manager. I figured something like that would be available now.
