Auto shut off

When I shut down my machine, it gets to the "it is now safe to turn off your computer screen" but unless I hit the computer's resart button, I cannot get the machine to turn off. The power button is ineffective. In win98 the machine would automatically turn off after the "...safe..." screen showed up. What am I missing?
 
what operating system are you using? If it's windows 2000, you have to go to the control panel and click off a box in the power management. I'm not sure which one, i'm currently running WinME and don't have 2000 installed anymore.
