Historically, these kinds of things have always gone terribly wrong for Australia. If it works for 95% or the carp, how do they keep the other 5% from rebounding? How do they keep them from forming resistance? If the virus emerged relatively recently in Israel, doesn't it stand to reason that it could mutate to infect other native fish? Do enough of the original species still exist to repopulate? If they are going to do it then they need a plan to get the 5% that still exist, like a GMO carp males that produce sterile offspring, though it might not work if multiple males spawn the same clutch.
